Claiming WOTC incentives requires pre-screening on or before the day the job is offered and submission with qualifying documentation within 28 days of the new hire’s start date.
Claiming the WOTC requires applicant pre-screening and collecting supporting documentation, obtaining signatures, submitting on time to state agencies according to agency-specific rules, responding to state agency communications, and procuring and storing DOL Form 9063.
Qualifying for the WOTC
The Work Opportunity Tax Credit (WOTC) is a federal tax credit available to employers who hire and employ individuals from certain targeted groups who face significant barriers to employment.
Hires from any of the groups below qualify:
- Veterans experiencing unemployment
- Members of families receiving SNAP
- Members of families receiving TANF
- Residents of Empowerment Zones and Rural Renewal Counties

Do I Qualify?
Employers who hire from among the pools of these job applicants qualify. Applications cannot be submitted retroactively. Qualified hires must be pre-screened on or before the day the job offer is made, and employers have only 28 days from the employee’s start date to submit certification paperwork to state workforce agencies.
